That wouldn't be such a bad idea in Finland either, especially in this time of pre-Christmas parties of work places. It means uncommonly large numbers of awfully drunken people in the city in the evenings. Not that the Finns avoid drinking in other times...
Well I just think it's good advice for ANYONE! Doesn't matter what country you're in! :)
